A chimney is a promise poured in concrete. For a generation Europe made that promise with public money: give us your mixed bags, your unseparated lives, and we will transubstantiate them into district heat and a clean civic conscience.
The plants were branded waste-to-energy — poetry written by consultants. Then, in 2020, the poetry met a rule with a dull bureaucratic name that turned out to have teeth.
